[Skunkworks] IMS Networks + IPTV in Kenya?

Hi good people, i need to know if any IMS networks have been deployed in kenya, and if so how independent are they from the existing GSM/GPRS -are they piggy-backing on these networks? And also if anyone has interacted with a SIP deployed IPTV app. what was the streaming quality, type of compression and bandwidth utilization? I'll be more than greatful! Its kind of necessary.
