It's not a must you use LTE at 800Mhz, the technology in 4G is spectrum flexible; you can refarm 900Mhz , 1.8Ghz or 2.1Ghz (like some MNOs are doing in Europe for 3G and LTE). Again you can use a frequency beyond 2.1Ghz. Locally I think CCK were speculating about the latter option, they have a somewhat dim clue about the whole thing.
@Brian sadly I doubt this is the case.It sounds like the storyline of a typical Kenyan white elephant, to use more taxpayer funds to fix the problem instead of sorting it out early by doing the necessary frequency spectrum planning.IMO one hand does not know what the other is doing - anyone in a position to clarify?
