As long as they dont make a call at the same time there should be no problem :)

Afterall, the exercise, from what I understand so far, is to check whether the IMEI exists in the db. Its not a registration exercise.

So since the IMEI exists, the phones that share the IMEI shall be deemed valid/genuine.
