In the event the system checks with other authorities, the registration will exist, but they'll end up chasing the wrong owner. Don't be surprised when cops start checking those number plates, trying to see if they have been recently attached, or look too new :)

There should be a database where anything caught on camera can be compared.From face recognition, stolen cars, cars that have been reclaimed in insurance or elsewhere as right-off, suspects, etc..
If the said one isn't having these basic features then its more than funny.
