Neither of the two paths are necessarily cheap. The openport costs about $180, a highly rated bluetooth scan tool costs $100.
If you are going to be tuning your ECU, you will need romraider and ecuflash, which are said to work best with the openport If you just want to log info and show it in nice dials, then the second path might be cheapers

Am not sure what you mean by combination, but the device I bought "Toyota iCarsoft i905" can test toyota's made in US, UK and Asia[Japan] as well as Isuzu and Lexus models from the same markets. It comes with ODB2 cable that will fit on your ODB2 port under the dash board. At that point you should be able to read error codes and clear them if the part has been fixed.
