Well said! The heart of the matter is that it is *always* a matter of incentives. Amazing how that simple fact escapes us. Consider the following examples from other discussions on this list:
- twisting and moaning about high internet access charges
- ideas on how to revamp/monetize skunkworks-ke
- the perennial hand-wringing about politicians and policy
In all these discussions I don't remember *ever* seeing anyone tackle the issue of incentives: why would/should the targets of our wrath change their behavior? Without a solid response to this question, we'll continue spinning in the mud 'till the proverbial cows come home (or get hit by a speeding truck).
