Using IIS has become even easier if you follow this route
1) Ensure IIS is running
2) Download and install Microsoft Web Platform Installer here
http://www.microsoft.com/web/Downloads/platform.aspx
3) Run the Web Platform installer and look for the section Web
Platform Extensions. You will find PHP. Select that. Here comes the
beautiful part -- the web platform installer will download, install
and configure PHP on IIS.
4) Once php is up and running you can now install and configure joomla as usual
