Peter,
You need a guy with a good mix of both academic qualifications and technical skills. If you lean on either side you'll have problems. If you are well educated you will not suffer from inferiority complex and you will be versed with the theoretical perspectives of the technical systems as well. A well educated person is also able to search for information when he encounters challenges and piece it together to solve a problem.
Technical skills are required for you to be able to manage staff otherwise some will keep taking you round and doing nothing. They should know that despite you managing them, you could also roll up your sleeves and solve a technical problems. A manager should be capable of at least engaging technical staff technically when you have a challenging problems and provide ideas /leads on how to resolve them even if you will not handle the nuts and bolts directly.

Okay guys, out of curiosity, what questions would you ask an applicant to an IT Manager position? What qualifications and experience would you look for?Would you prefer an academic IT Manager, one with all the right papers and qualifications, who is very familiar with all the buzzwords, but who cant roll up his sleeves and solve intricate tech problems? I am sure most of you have met this kind of IT manager, and remember him/her well, and not for good reasons.
