If you're saving 100k out of 1M, then this argument makes sense.  I suspect however that the total budget of your organization is in the 10s of millions of Kshs and therefore 100k is a very small number.

Think in terms of productivity of your users, which is worth way more than 100k I hope.  I personally think Google Apps is more productive and so is the better choice.
