I am looking for a voice short code to be mapped to an IVR

This is the same concept that Kenya Power uses, in that you dial 95552 instead of an entire mobile number for convenience.

I have engaged a few PRSPs who only seem to offer SMS short codes. 

CAK also advise that this is done via PRSPs. 

I also require info on obtaining a Toll-free number mapped to an E1 number.
