I implemented a biometric project recently with u.are.u 4500 digital persona using flexcode SDK and integrated with Microsoft Dynamics navision but I had to import the devices.
Remember you will need to buy licences online for a bout USD 35 per device.

If you are going to use wired connection between the Android device and the scanner, than it is almost certain that you will need the Android device to support OTG. Here is the catch; some people (sorry, I cant find that link right now...) have complained that both the Android OS and hardware manufacturers lie about OTG support, hence the need to use one of the devices the SDK manufacturer "tested" their Android SDK on.
It is also possible to use a wireless connection, i.e. a bluetooth scanner, but I dont have much info on this at the moment.

So how does libfprint do it with ko modules? It uses userspace drivers (written by contributors) which work via libusb. 1:N matching is usually implemented by looping through, which is basically a 1:1 attempt at matching repeated many times.
