[Skunkworks] Verification of National IDs

Hello, When doing land transactions one is obliged to do a land search and the land registrar who has jurisdiction in the area when the parcel of land in question is locates confirms the land particulars, whether it has a title, when the title was issued, the current owner and if there are any legal cautions, caveats or charges against the title. This tries to prevents one from buying land on a fake title ... Is there a system to verify the National ID in order to ascertain that the details (ID Number, ID Serial number, Name, DoB, District + other details) of the ID owner or the person who we see on the ID is indeed who they claim to be ?
