Remember, you are the customer and the ISP should be able to prove to you that you are getting what you are paying for.i.e Graphs and other utilisation information should be readily available. But be careful that your test is set up to measure the link between you and ISP. Unless of course they are selling you a dedicated link between two clearly defined points.
