Why not invest in some low-tech solution where people can attend remotely, it doesn't at all have to include video, an audio stream (with real-time chat for questions etc) is all that is needed. Secondly, the announcement "system" is poor and inconsistent, sometimes they are sent a day before the meeting. If I was in Nairobi I'd prefer a week's notice (with a few reminders in between). Instead of relying on a person to send the reminders, why not widely available technical solutions: an online skunkworks events calendar that people can subscribe to and independently do event-tracking.
