Thanks for that Idea, but am looking a scenario where , I support many customers with different providers. Am looking a substitute to solarwind wan killer (too expensive) .

Iperf / Jperf. You need to install on a pc - one side server the other client. Switch the other way to test u/d.
Manuals available online. Would suggest you test both udp/tcp (udp will give you MAX, TCP over high latency link will be poor due to windowing/etc)
