Confirm you dont have a firewall blocking ports

Good. 99% the issue could be your domain host is blocking access of your IP address due to several attempted POP3 failed logins. The server firewall would normally interprate this as a hack hence block any further access. 

Way out: Contact your domain host and give them your public IP then ask them to check if the IP has been blacklisted from there end. If it is as them to whitelist.
