Your culprit here is not really Joomla its your web server. You need to get in touch with them and ask them to configure it properly.

You aint out of the woods just yet. Your web design choices have a truck load of issues there's just too much going on and you can be smarter about how you structure your code, why is your homepage loading 33 CSS and 14 js files? Can you be sure the DOM maniulation isn't on overload? You also need to optimize your resources they are way too large
