[Skunkworks] Kebs targets makers of software with quality rules

Anyone know what the above is about? And can ICT, KEBS board also ensure that all FREEWARE platforms are banned from kenyan networks, PLEASE !!! It will kill all local software initiatives. I'll check more and share me thots a bit later. :-) Rgds.
