Thanks David, The line was there but before I could also additionally configure it on the httpd.conf. I guess the current method is to AllowOverride so that I can turn Rewrite on in my .htaccess
Enable rewrite on the the directory you are serving using "RewriteEngine On"  either directly on httpd.conf or via .htaccess file.
