It is a marketing ploy. To keep revenues at original values, let us give consumer more bandwidth instead of charging them half for same bandwidth. The consumer will notice a huge difference (lower latencies and faster speed) and will not opt to downgrade to their original bandwidth. Others will find down grading a hassle and some will not even notice anything changed. Every one is happy, screw the morals. In connection with that, when does safaricom "double our bandwidth" ? I'd be very surprised of more than a couple of companies actually lowered their costs. The saved costs in bandwidth thanks to the assorted cables coming through is unlikely to be more than the revenue they currently collect from their customers.
