Funny you should ask this now... Simply put, IMHO, the range is as big as the heavens are from the earth.

A graduate fresh from school can get around 20k, a pro with many years experience can get 100 times that.

I've also noticed that specialties in some platforms tend to command a higher pay, for example, a uber good Java developer will basically demand bigger paycheck than a PHP developer. I am convinced that Java and .Net developers and Oracle gurus get to ask for and get higher paychecks, compared to PHP and MySQL devs. But note that this is based on my very limited research.

Also consider that some organizations by default pay their people ridiculous amounts on money, on both ends of the scale.

So finally, to answer your questions:

Do I know how much software developers should earn per man hour in Kenya? Nope.
Is there a standard rate per LOC? Nope.
