Its a major revision of the kernel and affects so many things that its considered to a larger extent a rewrite of most sections of the kernel. A leap from 2.4 to 2.6 was really major, and lots of articles on it online. I've been running Ubunto 10.10 on my laptop and I love a lot of things about it. The only thing I have never gotten round to understanding is the Linux security model, but that's just because I've never quote bothered. Otherwise Linux is good, *BSD is good, even Slowlaris is good:-)
