To narrow it you said the ports are accessible from the LAN but not via the public IP, secondly the server is on a static NAT. Questions, how many devices between the router and the server and does any do filtering. Also if on a Cisco Router do the command below as you try to reach the port from public and paste output: #sho ip nat transtlations | include 41.206.34 Confirm for me if any route-maps are used or ACLs for that matter. You might get assisted if you told us the type of router you are using. But first, kindly Confirm that the win 2k8 box can access the internets thru the router, or that it can ping the router.
Next set the win 2k8 box as DMZ host (hunt for that setting in the router's configs) make sure to save ( and maybe reboot the router)

Hi,
Are they webservices? First - check locally (inside your online server) whether you can access those services. Port 80 looks ok, are you running IIS? If so check whether you have an issue with the IIS configs. You can check your event viewer's security logs for hits.

am using none of the above. the issue is i can access my port 3030 or 8080 in my LAN but when i use the public IP to access the same am locked out. i do a port scan 3030 or 8080 on the router they are open and on the firewall they are allowed.

Have you checked your firewall? If you are using RedHat,CentOS or Scientific Linux, iptables and SELinux are up by default and they coud cause you a lot of grief.
