[Skunkworks] Kenya ICT Practitioners Bill

Hey guys, Please read for yourself the Bill, which was already introduced in Parliament (National Assembly) . It among other things requires ICT professionals to acquire licences before they can practice, undertake annual practicums and licence their businesses.
