How do you deal with issues of ETR issuance, especially when your services are not VATable. I got clients requesting for zero rated etrs and did not how to respond.

1. Is there a clear guide on the kinds of software/ dev services that are VATtable.

2. For invoices that have no VAT, must I produce ETR for them?
