There exists a contract between the client and the local hosting company, right?
Could you please go through it and see if there is a procedure for dispute resolution? If it's missing, then I guess the client can go to the Cyber Police (what is their name again?) with proof that they paid to register the domain name, and proof that they have requested for the transfer and proof that the transfer has not been effected as desired by the registrant (client). It should work. If you find that difficult, I am available for the short term hire to sort this out - for real!
