well, I don't think you will find a shop selling blank javacards in Kenya, I tried that last yr.
I got a SIM writer and a blank Gemalto punched JavaCard from a Taiwan company - Futako ltd (http://www.futako.net/) You can always reach them by mail sales@futako.net - they are very nice
