OK, so what if the bad guy's not using wifi? Let's say he's on 3G or LTE. Heck, he could even be on dialup to escape attention. This only sounds like another hot-air, not well thought out proclamation that well, serves to let us know someone reported to work on a particular day. 

I'm just going to grab the popcorn and watch this one. Hopefully it's going to be a very short one.

(PS: does dialup still exist in +254? I think I'll visit my former $dayjob(s) where we used to provide this and see)
