Yes. If your WAN links are stable enough, you can have a central PBX with IP Phones spread everywhere, all configured to register on the PBX.
So lets say am making a call from my VOIP enabled phone to a mobile phone using any of the service providers we have around,will i be charged anything on it or just the said cost of acquiring my WAN links just apply??
Your infrastructure MUST support the calls from your PBX to the GSM network. You will be charged the calls to the GSM network the usual way, depending on the package your SIM cards are running on.

VoIP is simply Voice over IP. How you implement it is what matters....

E1 we know, and if you search the archives of this list you will find the costs. In summary, the service providers in KE charge an average of 30k monthly standing fee for an E1. That's besides your call charges. That is also besides the installation fees.
What your perspective of VoIP is is what I don't understand, so I still insist you cover this with details.
Well, the experts here may hold different view and answer to VoIP in it's broad meaning - not limited in any way.
For me, I'll say VoIP is way cheaper because there is no standing fee of 30k for the VoIP line :-)

Benefits and Implications - that is a wide one. I leave it to the rest unless you give me a scenario.
