After no responses to phone calls or emails, I used the message function ( tab on right of of the ecitizen screen page ) as a last resort.

Got sorted in 10 minutes (shock!)

I made my payment for DL renewal today and within the hour, i got the renewal slip for printing.. It could be your connectivity as the site might not as leaner or maybe the specific plan you applied for (1yr or 3yrs period). I did for 3yrs and in a few minutes i was done.
