
I saw Dr. Ndemo speak a few months ago and he really had it together and he seems to have been critical to ICT development in Kenya and indeed the region. However, it looks like he had been a PS for 7 1/2 years and that's really long enough for somebody to be at a cabinet level position in a democracy.
