[Skunkworks] What exactly is Zuku's business strategy

I'm a very curious to know who in Zuku makes the decision of which part of town gets connected to the Zuku fiber. I'm asking because for the life of me I cannot figure out why a place like Otiende is connected to the fiber and place like upperhill is not. Doesnt it make more sense to connect an emerging business district like upperhill before connecting a place like Otiende which far from CBD? -- Stephen Gacheru www.stephengacheru.me
