Just pass a "law" that makes failure to share ALL your information a criminal offence. Bank statements, ID, passport, employment history, kinship, who visits your house, how long they intend to stay, what was in the paper bags you brought in last night.

Ridiculous you think? Go read up on the "nyumba kumi" programs in Tz and Rw. Draw your own conclusions.

Those who refuse to conform with the sharing will quickly be labelled "terrorist", and investigated endlessly.
Successful hustlers who make much without a "permanent job" will be investigated.
People with changing work shifts will draw attention.
Work with an NGO and travel frequently to Somalia? Get ready to explain why you shouldn't be investigated for Al-Shabaab links.
Oh yeah. This is easy for abuse by people with scores to settle. Just report "suspicious" behaviour, and his/her life is screwed,
