Send an email M-pesa Support <mpesasupport@safaricom.co.ke> or M-PESA Business <m-pesabusiness@safaricom.co.ke> with the subject *WEEKLY PASSWORD*.
They will send you this week's password and the Vodafone link to request the certificate which will be available 24hrs after making the request.

it's working for me.
Remember you need the client certificate issued by Vodaphone before you can access it.
