Doesn't private mean "free" of government control or shareholding capacity" whether minimal or otherwise?
Zain qualifies as a private firm, since it does not sell shares at the NSE while Safaricom does it.
My logic here is private is an entity which is not controlled by the government directly!

If they pay low and don't get the right guys, its their problem.
