Just to clear something, You can get Signet on Startimes. I have watched signet channels for several years ion startimes even without the unlocking charge. Main issue is that you may not get the signet frequency in some areas. I sent the decoder to Ushago and they only get the startimes channel. 

The main issue with this main channels seems not to be the license but the type. They have been offered the Self Provisioning but they are looking for a BSD license. This is where the bone of contention is. With a BSD, they can easily lock out other providers from broadcasting their channels by converting them from free to air. I also they would want to move all popular channels to the pay TV platform and leave just some scraps for FTA.

Finally, what no one is saying. The three stations don't own their most popular programmes like Papa Shirandula, Inspecta Mwala, Churchil Live, XYZ, Jicho Pevu, Wedding Show etc. There is nothing other than a lapsed contract that prevents these content producers from moving their content to others like Ebru TV.

One doesn't have to go for GOTV and Star times Set up box.  But if you do and want to access the FTA without subscription they have given you the open bouquet option.

Alternatively you can get the available set up box that will enable you get all the viable FTA's without having to pay the unlocking fee

The Communications Authority of Kenya does say it's a must for
StarTimes and GOtv to carry the three media houses' channels (or
rather, at least 5 free-to-air channels). And StarTimes and GOtv
actually say they're doing it only because they're required to.

But then they're not fulfilling this requirement for their customers
who haven't paid the unlocking fee.
