1) Immediate development structure :

Kernel and OS : developers to create a stable and robust kernel and OS, primarily with security and hardened features. This will be the base of entire system. Security developers can integrate with kernel and OS developers.
Value Added Services : These are core selling strengths of the SAS development. Services such as squid, mail server etc. VAS developers will work with kernel and OS developers to create stable services.
Apache and Web access : A web admin page is to be provided for easy access to setting up and admin of services provided by the SAS. Security developers can integrate with Apache and Web service developers.

How can immediate development start.

As a start, I'd suggest that LPA be the umbrella for this project. The commercial aspect be handled by another entity if there are any issues related to it being commercial.
