Setting up your own wireless link would be your most cost-effective option in the long run especially once you have a good idea of what kind of max load you're looking at in the next 5 years or so. Also try and see if one of the 4 points can be seen by the other 3, if not, think of a building where you think you might have access that might see all 4 sites...you get the idea...

Since you want to deploy in Eld...I guess if you have access to KVDA plaza that would be your best bet. Use dedicated antennas to each client radio instead of an omni due to possible large variances in ACK values.

That said, you must have LOS even if in your nLOS tests you can successfully establish a working link...unless you're thinking of a small (possibly unreliable) payload over time. Also think of the Fresnel zone from each point to point as this will seriously affect what kind of max capacity (and latencies) you will have per respective link. Altitude is your friend.
