The most important is to have access to a computer/internet, the computer/internet penetration is quite low only concentrated in urban areas. The overriding factor is atleast everybody who needs mails in digital format should have an email access, this will enable him/her to easily receive all the digital mails, I remember back in the 00s I sed to access my emails from the local post office that had a cyber like environ this died with advent of private cybers.
