For Zuku check if the service plan restricts the number of simultaneous connections.

That may be your problem.

Maybe your neighbor's router is blocking your router's mac address.

How is the IP addressing configured btn the two routers? DHCP or Static?

The way i see it,  this has probably nothing to do with zuku.

This means a few things:

1. You are not connecting the cable from your neighbor into your WAN port :)
2. Your WAN port is misconfigured.
3. Your LAN side IP subnet is the same class as your neighbor's router LAN
side, and your WAN is set on DHCP

Well, tell us how you have configured your router. Also tell us the output
of ifconfig/ipconfig when your laptop is connected and working and we can
easily figure this out instead of guessing.
