This is not necessarily illegal in KRA terms infact they can make money from it, the issue is whether spamming is legal and that shud probably be that ICT act to decided or Cops.

I'd say it is perfectly legal. If there is a law that says "I must
register
my business" before being allowed to do such, then I'd say it's not legal until I do that, but in the absence thereof of any such law, then I'll be home and dry anyway, no?
Anyone from KRA would tell you it is illegal without arguing why.
