I find it odd that the government or whoever the agency drafting this did not consult widely and they have very narrow thinking.
ICT has been a source of employment for majority of the youth who could not secure jobs with government and other institutions, they have build opportunities by developing their own products and services portfolio which clients are happy with.
You come back and tell us that you want to regulate that and impose a fee which most of these young stars can not even afford.

Are you helping or are you making the situation worse, I wanted to see the following in this;

1. Support for start ups and what regulatory framework would be put into place to enhance these as a possible means of job creation
2. Professionals protection from unscrupulous customers
3. code of conduct which all members should subscribe to with proper guidelines on procedures and compliance
4. Mechanisms to liberalize the market and give the parties a wide commercial play filed
5. have a proper definition of who is an ICT practitioner, is it the telco, network, software, compliance, security, A+, strategist, designer, technician. Everyone who does anything mechanical including the electrical engineers some how interacts with ICT to achieve his perfect service provision.

I find this  misguided, misinformed, ridiculous, infamous and retrogressive

So my mechanic diagnoses my car using a computer, and does computerised wheel balancing. They may now be prepared to get licensed. 

Well this bill affects all techies in this list. The bill makes it illegal to practice your trade without being licensed. 

Well, the constitutions allows enough consultation before any bill is passed in parliament. If you feel your interests are not taken care by the new bill, then now is the time to raise your voice or forever keep your cool. We will deliver any petition from this list to Leader of Majority of the National Assembly, SNA, and Minister of ICT.

The Kenya ICT Practitioners Bill 2016 is currently in Parliament. It has interesting proposals for example to have an Institute that will register and license ICT practitioners on payment of the prescribed fees. Read the draft bill here:
