I can share a golden secret. If he/she are good at Customer skills, they are definately not good in their tech skills. Means that have a techie gift of the gab and can impress but dont have the techie "blood" to carry out the bolts/nuts of the work.
The 2 skills are not necessarily mutually exclusive ... i have known people who have been good at both.
