I wonder if any of these e-government projects ever bother to perform load tests on their sites, or even design with surge activity in mind. Surely they can at least spread out the load over other cloud providers during registration only, then suspend them until next year. Azure (and I assume amazon) both offer surge pricing for a short while that's cheaper than getting powerful servers for a whole year.
