The problem i see here is not only CBK but Paypal. Although CBK may not come for you immediately, Paypal will be very carefull not to go against Anti Money Laundering etc etc international lays bla bla bla.... and therefore may suspend your account.
That said, i am aware of some initiatives to convert Paypal to MPESA and vice versa.....

From another angle, could just set up a paypal receiving account and integrate it with Mpesa, send me paypal - receive KES instantly over Mpesa, problem is, we would be flooded with paypal balance at some point, and maybe get it back through a US bank or paypal Master Card then have it wired back.
CBK? hmm I wonder what it would fall under, payment systems?, remittance? deposit taking? I remember the initial days of money transfer where you just needed to get a letter of no concent from CBK and start, they'd then come to you for advice on how to regulate the "new" sector.
Does CBK have any online payments regulation? or will they just (as they always do) say "Work with a bank?"

Thing is, we pay a lot of bills huko nje like almost 4 times a month, and our providers prefer paypal payments. So we burn through quite a large amount of paypal balance. So why not trade for KES?
