Not saying that western police are clean but this is not cover up. Just a bit of incompetence and blind trust of their own.

Now, if you google for "New Orleans police cover up", now that's another thing. In this case, they new and saw one of their own killing and went out of their way to plant weapons on the victims.  That is now a cover up
