Some weeks ago I had the same predicament with a 3Gs locked on a UK network. I looked for someone to do it and they all said it was not possible. Then I got one guy who was going to do it but the kind of money he was charging was enough to get another decent phone e.g an Android. So I gave up and decided to tackle the problem like a techie would...on my own. Downloaded some files of the internet to be used for unlocking and then I took the risk. My reasoning was simple, if I can't use the phone on Kenyan networks then it was no longer useful to me and I could bear the price of ruining it without guilt in my heart. 2 hours later I put a Safaricom sim inside and I was welcomed by full bars! Moral of the story....take the risk on your own...or forget about it all together. :)

While the iPhone 4S is a world phone supporting both GSM and CDMA, Verizon usually locks the GSM so that it can't be used on rival networks.

Right now there is no known method of unlocking iPhone 4S.
