[Skunkworks] [OT]: Obtaining a DL in foreign country

Hi guys, This is completely off-topic. Can a Kenyan working in a foreign country, say Uganda get a driving licence there? What is required? Is the DL valid in Kenya or does he have to go through the whole procedure again here? Will really appreciate your input. Thanx
