If i give you work and its enough to keep you busy and require it done by friday 10 am, why should I then come and restrict facebook etc if you meet the target? 

Blocking facebook is soo 1900s  behaviour. work pressure should guarantee that people work and if they dont meet deadlines because of facebook they shouldnt be working for you
