My take on this is that, many companies have not put in place systems
(not necessarily IT systems) to measure, monitor and evaluate employee
productivity. With such a system in place, an employee will have good
time-bound measurable targets to meet.
Consequences of not meeting the targets on time and in a given
standard should also be spelt out. With this in place, the employee
will be fully responsible for his/her performance and the employer
will not need to keep monitoring to see what the employee is doing
every minute.
The solution does not lie in blocking sites. Give the employee the
internet and expected targets and let them manage their time.
