[Skunkworks] Link Monitoring

Hi all, Has anyone on the list implemented a link monitoring solution. The site is at a remote location and there is only one ISP. What am looking at is the possibility of getting an email or sms notification once the link goes down. I have checked online on some solutions but all offer solution in a scenario where there is two ISPs. Regards.
